The Hot Springs Board of Directors' consent agenda Tuesday night included a contract with Hill & Cox Corp. to construct the 12-foot tall base for Longhua Xu's sculpture, "The Visitor," in Hill Wheatley Plaza at Reserve Street and Central Avenue.
